Section IV: The Welfare-to-Work Self-Sufficiency Model
The Coalition constructed a "Self-Sufficiency Model"
based upon an earlier model created by the CAN Welfare reform Task Force.
The Coalition model presents the needs that must be addressed for
participants to move successfully from welfare-to-work. Current federal
and state welfare laws do not adequately meet the needs of many participants.
The lack of public services creates gaps that need to be filled. The Coalition effort will concentrate on filling these gaps through coordinated action
plans that link community resources.
The Coalition model addresses the short-term and long-term needs
of welfare recipients moving towards self-sufficiency. In doing so, it
meets two of the recommendations made by the 1997 CAN Welfare Reform Task
Force. First, it defines the full scope of community needs generated by
welfare reform. Second, it describes ways to immediately assist those impacted
by welfare reform by addressing the full range of needs of each eligible
participant.
